I have a desire to incorporate a reconized handicap system into VOTSCC where ALL members at  ALL levels can participate in credit tournaments within our CC I won't dwell on the obvious reasons it would benefit all members and be more fun. 
This is no easy task. Frankly, there is no way to handicap a WGT Tourney. Period. Most players here WD from RGs to protect their avg. Others deliberately shoot high scores to sandbag. Some even put in all their scores-good bad ugly. Once you reach a certain number of Ranked Rds in a Tier, your avg will not go up. That's a real problem WGT has.
Example:I can shoot a 58 and my average drops .01. Even in Match Play Tour Legend vs Master--different tees, Champ greens. A very small percentage of WGT players have a true AVG 
My opening proposal is we take the last 10 rounds on a chosen course ALREADY PLAYED,  throw  out the high round and the low round leaving 8 rounds.  We use the course rating and the slope and use the USGA handicap system to establish a handicap and take 90% of the handicap for all levels.  This format should generate very competitve VOTSCC Tournaments with players of all levels given a chance to win. 
You all have to understand why the WGT system is as it is ---> by taking only the best last 10 or 20 games to calculate the avg , they are making sure that players tier up and by doing so , players will end up having to buy better clubs to keep playing well ...all about WGT selling equipments ---> more MONEY in the bank.   John . What are the obvious benefits ? Because I don't think that even if you raise the pecentage that a player would win would generate more interest in this game . With your idea or others . 
  If you hadn't noticed lowering ones average has absolutely nothing to do with winning any kind of match against any different tier . 
  In fact the lowering of ones average is such a battle in itself . And likely what the average WGTer is concerned about . 
  In our CC . The CC tourneys are made in the unlimited play mode . That basically allows it to be considered a practice round that counts on your average . 
  By using the unlimited play feature . One can restart a round until one gets the desired score in relation to his own average and then end the round . Without regard to the score of any other player in that tournament . 
  But if played in a tiered tournament there could be a certain amount of competition . But still the desired result is a score that effects your own average positively . 

  In multi player stroke play matches against strangers . One can pick and play only players at his or her tier level . And play with a very competitive purpose . But these rounds count and no matter how serious you are it is your score that counts on your average . So whether the game ends with you with a -3 32 and your opponent a + 3 38 . Or you a - 3 32 and your opponent a -6 29 . The average for you is the same . If it is important to you to also win these matches . That is fine too . These are free and probably what 90% of WGTers play

Your average is a weighted average of 10 from your last 14 rounds (where a round is classed as 18 holes).

Basically they disregard your worst 4 of your last 14 and average the 10 best.

  Based on 18 holes . 

But the reason your average is lower than your best 18 hole score is that 9 holes is also calculated as a full round . Doubling 9 hole scores lowers your average twice as fast . 

  Plus some sort of algorythym calculation that is top secret . 



  My point is that there is no need for a handicap system . There is opportunity for parity if that is what you desire .
